Phillip R. Phil Cashin

Phillip “Phil” Cashin, 80, of Toledo, Ohio passed away on December 18, 2019. He was born on July 19, 1939 in Springfield, Ohio to William and Margaret (Tyree) Cashin. Phil was a 1957 graduate of Springfield Catholic Central, after which he entered the U. S. Navy in 1958 and served 4 years. He served with the Submarine Squadron #14 in the North Atlantic and was based in Holy Loch, Scotland for 2 years. After returning home from the service Phil was employed with GM Powertrain as an inspection foreman before joining the Toledo Police in 1969. He graduated second in his Police Academy class and was the Vice President of his class. Two weeks after graduation he was assigned to the Vice Narcotics Squad and he remained in Vice for 16 years. During his Vice assignment he completed an Associates Degree in Law Enforcement Technology at Toledo University. Phil was also a graduate of Bureau of Narcotics and Dangerous Drugs Basic and Advanced training at Akron University. Phil went on to become certified by the Ohio Police Academy as a state qualified instructor and lectured at the University of Toledo, Bowling Green State University, Ohio Judicial College, Toledo Public and Parochial Schools, Toledo Police and Fire Academies, Owens Community College, and the Toledo Hospital School of Nursing. As a result of teaching drug education programs in the Toledo community Phil was nominated by the Lucas County Prosecutor, Tony Pizza, for the “Jefferson Awards” in 1984, and subsequently went on to receive that award through the American Institute for Public Service. During Phils police service he also served as the Special Events Coordinator for the Toledo Zoo for 16 years, including the “Year of the Panda” which required 12 off-duty police officers daily for 45 days. Phil ended his Police Service in 1998 at 6 years of midnight shifts at the Scott Park Precinct working as a Crimes Against Persons (Robbery - Homicide) Detective. He then became active with the American Legion Police Post #512 after retirement. He has held many posts with the Legion Post, including Post Commander and 1st Vice Commander. In 2005, Phil was elected Commander of Lucas County Council of the Great 1st District of Ohio American Legion and served a 1 year term. In his spare time, Phil abandoned all free time for 4 years, coaching girls slow pitch softball with Sylvania Recreation, primarily for Hill View Elementary girls. He was the winning “All-Star” coach in the inaugural year of Pacesetter Park. Phil has remained active with youth sports and served as 1st District American Legion Baseball Commissioner since 2002 for Northwest Ohio. Phil also became involved with the Special Olympics and in 2008 was awarded the American Legion Plaque for Volunteer Activities with the Special Olympics. As a member of the Forty and Eight Organization, closely aligned with the American Legion, Phil was elected as Chief De Gare in 2009-2010, serving as Commander of Voiture 141 in Toledo. He was also a member of Generals Club of the Forty and Eight. In addition to Phils American Legion affiliation, he was also an active member of the Fraternal Order of Police, Lodge 40 in Toledo; Toledo Police Patrolman Association; Toledo Police Retiree Association; and was a special deputy sheriff for Jim Telbs Lucas County Sheriffs Department. Phil was preceded in death by his parents, and his brother, Bill. He is survived by many family members and friends. There will be no services. The family extends their gratitude to ProMedica Hospice for their care and compassion towards Phil.
